A building renovation passport organises an energy renovation as a sequence of steps. It should show owners which measures belong together, which order is sensible and what improvement can be expected from each stage.

Article 12 and Annex VIII of Directive (EU) 2024/1275 establish a common framework for renovation passports. The framework concerns planning a deep renovation over several stages. It does not by itself establish a specific Austrian issuing duty or form.

This article explains the EU framework, the evidence that supports a roadmap and the distinction from an energy performance certificate. Building permits, notices, condominium consent and the technical design of individual systems remain separate checks.

For one measure, the specific legal and technical check comes first.

Describe the component, scope and proposed execution. Then check whether a permit or notice, boundary distances, condominium rights or the contract are affected.

A renovation passport may become useful later if the individual measure forms part of a longer renovation sequence.

With an organised baseline, a staged renovation can be prepared as one roadmap.

Set out the baseline, proposed measures, order, expected energy improvement and documents required for each stage. Record dependencies between the envelope, building systems and renewable energy measures.

The concrete recognition or issuing process depends on the Austrian implementation of the EU framework.

Missing baseline records must be completed before the stages can be planned reliably.

Collect plans, building-envelope information, system descriptions, consumption data and existing energy documents. Mark which values are measured and which are estimates.

Only then can you assess which stages depend on each other and which evidence will be needed for implementation.

What the renovation passport does in the EU framework

Article 12 of Directive (EU) 2024/1275 provides for a renovation passport scheme based on the common framework in Annex VIII. The Commission describes the passport as a tool for owners who plan an energy renovation in several stages.

The roadmap concerns the specific building. It should connect the starting condition with a sequence of measures and show which stages depend on earlier work. A list of ideas thus becomes a renovation plan that can be checked and updated.

The directive had to be transposed into national law by 29 May 2026. Whether and in what form a passport is offered, issued or recognised in Austria must be checked under Austrian implementation rules. The European Commission overview of the buildings directive places the passport in the EU framework.

Which information belongs in the roadmap

A reliable roadmap starts with the building and its energy baseline. Depending on the project, this includes the envelope, windows, heating, cooling, hot water, ventilation and the use of renewable energy.

For each proposed stage it should be possible to identify the component or system being changed, the preparatory work and the expected improvement. The order and interfaces are equally important. Later facade insulation, for example, may affect earlier planning of windows, cables or connections.

Owners should keep technical descriptions, plans, photographs, consumption data, existing energy documents and legal documents in separate but linked records. This makes clear which statement is based on a measurement, a design or an assumption.

Why a renovation passport and an energy certificate differ

An energy performance certificate assesses the energy quality of a building under the applicable criteria. It is a standardised assessment of an existing or planned condition.

A renovation passport answers a different question. It organises several future measures into a building-specific sequence and shows how a deep improvement can be achieved step by step. It therefore does not automatically replace an energy certificate and is not a detailed design for every technical system.

During a renovation, each document should be assigned its own purpose. This prevents an energy certificate from being treated as a complete staged plan or a roadmap from being used as evidence for a specific building procedure.

How owners prepare a staged renovation

The first step is to define the building objective. The condition, use, systems and known weaknesses are then recorded. Only on that basis can the order of the works be chosen responsibly.

One stage should enable the next stage or keep it open. If windows, roof, facade and heating are commissioned separately, connections, sizing, space and later changes must be considered in the first design.

Each stage also needs a responsible person, a realistic decision basis and its supporting records. This helps with later funding, financing or contract decisions, but it does not replace the applicable legal checks.

Which legal checks still apply in Austria

The EU framework for renovation passports does not by itself determine whether a measure in Austria requires a permit, a notice or no building procedure. That must be checked under the applicable building rules and the location of the project.

Facades, roofs and building systems may also involve distances, protected areas, heritage protection, condominium rights or public-law conditions. The roadmap should flag these questions before an order is placed.

Contract law remains separate as well. The scope, interfaces, evidence, acceptance and liability should match the chosen sequence. A renovation passport describes the renovation logic, but it does not function as a building application, an energy certificate or a works contract.
